Default 23 SF O/B weight specs

In looking at the specs on this site for a 23' CC w/ O/B dry weight is listed as 2650 lbs. Maximum total weight is stated to be 3185 lbs. I'm not clear what is meant by the latter, which is said to be the outboard capacity. This can not be gross tonnage since 100 gallons of fuel is 625 lbs, plus gear, plus passengers, plus engine(s), rigging, and miscellaneous would easily exceed the 535 lbs allowed by 3185 - 2650 = 535#.

So what does this number mean and what is the gross tonnage. I'm assuming there is also a number which expresses the maximum allowed weigh for the engines and how far they can extend past the transom. 535 might be close for that number, but it also lists 400 maximum hp, and certainly twin 200's in 1977 weighed more than 535#.

Please point me to the engineering limits on the 23CC as over the next year I will be making my decisions on a repower.
