Default refilling hyd. steering

I have been told there is a certain routine to follow when refilling a leaking seastar system. It leaks when tilted up.I have tryed to add more fluid but i am not able to replace as much fluid as i have seen ponded on my outboard bracket . I'm sure there is a way to bleed the lines. Any help is appreciated
