Hermco - When you leave the 3" border of old transom . . . do you dig out the old wood around the edges or just leave it be?

Seems like if the perimeter wood is dry and in marginal shape it'd be "ok" to leave it be . . . correct? or should you just dig out everything and fit a bunch of pieces in like a jig saw puzzle?
