Default Speed on 23 seacraft

I have a 23 SC with twin 200 Yamaha on transom I purcased this boat as a project that came up very very nice we installed new tank, deck and transon is like new. last Sunday was my second ride on this boat. I think that the engines are a litter lower than what they should be because with the twin 200HP the top speed is 52-53 miles at full trim 5400 rpm with 19 mirages and the problem that I have is that I can’t go higher on the engine. Do you thing I will spend more fuel with the engines like that?
This kind of boat is not an speed boat I thing that a soft ride on the SC 23 is around 35-40 MPH
Should I install a bracket? or should I leave it like that at 3500 rpm Speed is arround 33-34 mph and the engine sound relax at that speed
What is the nominal Speed for a 23 SC i mean nice ride? (your opinion)
I would like to know if the stringers for a 23 seacraft were build with wood or foam year 1987
