Default 1979 18 foot potter hul

i have a 1979 cc potter hull,was told by a boat mech. that the foam in the hull was wet,therefoer making the boat heavy,my question is this:is this something you can do at home if you are fairly mechanical?has anyone else had to do this?any help or direction would be greatly appreciated
