why not recreate the horizonal rod holders under the gunnel? design them so that tie the gunnel to the liner then on to the floor. that way you have a structural member but at the same time it serve a double purpose. i was think of doing this to strenghin the gunnel where my outriggers mount because i have a good amout of flex even with 12" x12" backing plates. even if you have to make three for each side and space them 24" apart it will look and function ALOT better once glassed in and painted, than metal plates and machine screws... just my .02
