Default price opinion

hey everyone i found a 23 SC near me thats for sale. i went to see it today and after what i saw im not too sure what to offer. first things first, its an 87. i know its not a potter but it still seems to be a well built boat to me. ok heres the details. it has a brand new t-top, a leaning post, hydrailic steering. top cap seems to be solid, i walked on all of it. now it does need a floor, outside paint, rewire and new electronics. i could not tell if transom was bad. i beat on it and it didnt have any hollow sounding spots. the motor is a 1998 merc 250 efi. 5 holes have 110 psi and 1 has 0 psi. was going to try to fix myself if i get it. trailer is a galvanized I beam with no rust on the beams only on springs. has trailer brakes but i dont think they work. the asking price is $6500. i was going to offer $3500 and negotiate from there. probably no higher than $4500. what do u guys think?? need opinin quickly i was going to make offer tomorrow. i do want to get it because im lookin for a project.
