Default do i need a new fuel tank

Ive got a 1987 seacraft 20SF. I have been having fuel starvation issues. It has a new fuel filter, and lines. I think the pickup is fouled inside of the tank and i cant remove the pickups to clean or check it. There is lots of sediment in the bottom if the fuel filter bowl and the fuel is always a dirty brownish color.

To my knowledge the tank is in good shape (but its 24 years old), its just really dirty. Is it time for a new tank?
