Hailing ports are only required if the boat is documented. And according to the requirements it must be on the stern, and the name also needs to be on the both sides of the bow. My 2 cents is don't bother with it, just put the the name on her. If you decide to move the boat you'll have to change it, or if you sell it the next owner will need to do the same.
