21' Seacraft mod questions

I have a 2000 model year 21' that I would like to modify in a few areas:

1.) I want to add more in deck storage, does anyone know the under-deck layout of the boat and where the fuel tank is located?

2.) The in-deck livewell fills up with water every time it rains or I wash the boat. I tried a gasket around the lip but it didn't help. Any suggestions?
