Default Drain for bilge

Okay i repaired andreplaced my transom i used marine plywood. So i am reluctant o drill a 1" hole.... Wht is the orrect way to install a drain.. I like the garboard type.. But not sure how to go about it..
Shoulg i drill 1" and rabit out the wood core about a 1/4 " then back fill with epoxy and cabosil.. Then drill out again to 1" then use a 1" brass tube and flare.. Or do i just drill and install drain..
