Seafari forward bilge drainage

The drain holes between bulkheads in my 25 are quite small, I found the forward area under the anchor locker full of water, and basically unable to drain. I have a bilge pump in the stern under the engine, and under the cockpit sole, I may add one forward. I too found iffy tabbing in my boat.
