Default HIN riddle ?

I have a 1975 CC IB.

Just had an insurance survey. Surveyor ran my HIN# and came back with a question regarding the place of origin of the hull?

Does the prefix "SECA" have a place in the "Potter" lineage?

Does the "300" sequence have any meaning?

I realize the "75" indicates year of manufacturing and believe that is the first year of the "IB" 23' line?
