Default 18 Bow Eye

It appears that the bow eye on my boat is coming loose or pulling through (ie. there is a lot of threads showing).

It also appears that to fix this I am going to have to cut a hole through the liner in my fish box. Has anyone done this before? Any recommendations on the best way to do it? I was thinking about a hole saw but I am afraid the guide bit may punch through the hull.
