The transoms I measure sometimes look closer to 14 then 13 due to the wood being rotten or due to when It gets replaced the weight of the new wood core makes it lay back a degree more. The one on my 20' is 14 degrees due to the heavy clamps that hung off the back while it set up. You can take a straight edge and lay across the back horizontally and you will probably see it touch mostly across the middle and there will be a 1/8th inch to 1/4" gap at the outer edges showing an outward crown in the back. Nothing a few tubes of 5200 wont fix. The next transom I did I took a cable to the front side and pulled it forward slightly while it set up to get it back to the 12.5-13 degree range. I wouldn't worry about the one degree difference a bit unless your transom is soft and sagging, then you may wont to fix that before the new one is installed.
