Its not about how many total rods you can carry, but needing to clear the gunnels when fighting fish.
I do a lot of tuna fishing with jigging/popping gear, and you need to be mobile around the boat.
If you bring 12 rods with you, 11 of them need to be stored on the center line of the boat- console, lean post, t-top etc.
