Default Hermco Bracket Height

Hi everyone. I have looked at every old post I can find at this point on the topic. My boat yard raised my bracket last year because I needed a jack plate to get the engine in the sweet spot. The logic seemed good but unfortunately it was a terrible mistake. The boat is unusable in anything other than flat come conditions due to the prop blowing out.

I am going to remove the motor and drop the bracket back down. I have the original directions from Don. I am hoping to get some insight from anyone else who has a hermco single bracket and what the height was you mounted it at. I was at 21'' (top of the bracket)the first time and needed a jack plate to get the motor up where it needed to be. I was wondering if anyone has set it up at 23ish inches and any thoughts on if that would effect the performance at all. I want this to be the last time it is moved.

Any insight into the space you have from the keel to the bottom of the bracket would be very helpful.
