Ben,

I would think about pulling the tank and inspecting it and the hoses/clamps before sealing with silicone.If the tank is original it is 32 yrs. old!Use silicone to seal the seam so you can easily remove the hatch later if needed.Tape the edges of the seam with masking tape,run silicone bead then clean any excess with mineral spirits on a rag then pull the tape to get a professional looking result.
