I have a 1973 23 CC with the same package. Mercury says 4400 to 4800 rpm. Mine turns up 4800 with 22's. Top speed around 40 knots on the GPS.

Pipedreams thanks for your comments and yes you are right I needed answers I have all the advice I can use but no real answers until Bazzano wrote in which is exactly what I was looking for.

No problem always willing to help out. Just rember that just because his is turning that rpm's with 22's does not mean that youirs will. Have a good one.
