When I re did my boat it was out of the water for 1 year. During that time I drilled some holes in the stringers in arrears that I thought might have some water in them and before I closed up the bottom of the boat I filled in the holes with epoxy. I did get a little water out of one of the holes I drilled the holes just incase. As for the foam I think all Potters and beyond had foam filled stringers in them.
