EXACTLY! -or someone that had the exact same thing done. Considering the seller is in NY, I'm guessing that used to be Pauls boat.
Here is a photo that sort of shows how high that rail comes on a person when standing next to it. As this shot was taken in the Fall of 2002, and the boat on eBay is an '02 model, I highly suspect this is the same boat due to that rail being a custom thing that Paul has done each year to his boat:
