That sounds like the bearings in the lower unit are shot or maybe the whole lower unit is shot. You will need to have the lower units rebuilt if that is the problem. After about 10 years most lower units will have problems depending on the amount of hrs. are on the motor. Sometimes, “if you are lucy” it could be just 2 cycle oil running down the motor and onto the pavement. First thing to do is determine what type of oil is it.
