Thanks for the advice and comments.

It is a new engine, but a 2003 that I bought from a dealer in Mobile, AL.
I have the factory manual. but they don't address this issue in either their technical sections or the overall problem solving section.

Based on suggestions from someone else. it looks like the problem may not be in the sensor unit, but may be caused by the use of an incompatible tach and rigging harnesses.

Hopes this may help others:
I disconnected the tach, took the sensor unit out of the main (engine) tank, cleaned it up, held it vertical, turned the key switch to on, and could hear and see the oil pump operate when I moved the float up and down.
