Like Ken was saying that is the normal stringer set up for the 23 sf however it has been raised a couple inches. It would be nice to have the inner liner as it would make your life much simpler as you try to finish the boat. If he has the liner then you will have to cut out the floor to make the liner fit then set your liner back in place... then set the floor on top of the stringers and then tab the floor to the sides of the liner.

If he does not have the liner then you should consider coring the sides of the hull and make it a flush deck from bow to stern...a coffin box would be cool up there. Lots of work this route but then you will have a really cool seacraft.
