its realy hard to get good money out of an unfinished project. most people are going to want a deal and im guessing the fact it needs paint power and rigging is going to be what they use to low ball you. finished boats in decent shape are out their to be had in todays economy. might want to consider storing it a while until you can finish it if you can.
