Outboards are not required to have them, but if things go south you better have 250k min insurance for the EPA. They can blow your motah. My boat did not have one when I bought it and I do not own any guns. If the IRS can take the 5th, so can I, but you want walk away insurance.

I have a simple crankcase pulse driven diaphram pump on my rude. It cant pull fuel more than 2 ft vertically and every fitting causes restriction. Choice is yours.
