In my jet engine design engineering experience, our company avoided fillet welds as much as possible. A single fillet weld was never allowed because there is basically a crack on the non-welded side of the joint. So if fillet welds were used there needed to be two, one on either side of the joint. Picture an upside down "T" with a fillet weld only on one side of the base of the "T". As the vertical leg is loaded back and forth the built-in crack from the non-welded side will continue to grow. It's a lot less likely with fillet welds on both sides of the vertical leg.
