If I remember correctly there is at least two wrappings of cord on filler hose between the outside and inside of the hose. Other than what looks like dry rot in your picture these things are really, really tough. Can you get to the hose where it goes in the tank, disconnect, plug and then fill the hose and see if it leaks?
