Rear Cleat access

I thought there was access to remove the aft Marinium cleats which came when I ordered my '76 Seafari. My cleats are still tight and have never been removed. I looked today with a flashlight and mirror, it appears to remove them would require cutting access holes if they cannot be simply unscrewed, as no nuts were visible.

That seems to be the case here. I cannot find access to them, and turning the flat head screws does nothing.
