Mounting Swim Ladder to Hermco Bracket

I am not to sure if this helps but I used hurricane panel bolts with low profile nylon lock nuts so the Mrs. doesn’t snag her suit.

Can you find a suitable material to make spacers to lower the ladder and clear the lip? I'm thinking some fiberglass hole saw cutouts or aluminum tubing with a heavy wall, etc.
