Like mentioned, normally the flared threw hull is in a piece of wood between the two. May have potter putty between the two or around the wood block.

I do see a 4x4 plywood block up there as well. I don't use that space as a fishbox so draining to the bilge might not work for everyone. Think I will plumb a line back to where I can see it drain or plug it.

There was still some of the plywood was there, so I filled the void with 5200 and installed a larger cast bronze thru-hull fitting. I had to hone the inside of the fitting so a plug would seal up.
