I own a 77 23 CC and I have been on 23 CC in the 80”s the deck should be the same. You can take off the top layer or glass and remove the lamination and then re place or re build the top like all SeaCrafts, you can leave the gutters in tack. As for a good year although I own a Potter Built I like All 23 CC SeaCrafts and that wouldn’t deter me personally. All SeaCrafts have the foam filled port and starboard stringers on the older ones they used a wood stringer down the centerline. I’m not sure if yours has a center line stringer and if so shat it is made of maybe someone else can let you know. I would always suggest have someone (boat survey) check out the transom that’s about the age of all boats needing that type of work done. They can also give you an accurate price on the boat. I will say for me I was buying a dream and the rock bottom giveaway price was not as important as fulfilling my dream boat I guess the value was in the eyes of the beholder for me, although I didn’t over pay for the hull eather.
