Welcome to the site....

We also had a 13 whaler ... awesome little boat ... many time I wish we still had it..

The hatch question...a version of Steve's recommendation....If you think you'll ever need to
remove that hatch I might go with silicon caulking.....just clean every thing up real good and you
should be able to get a good seal .... . My fuel deck was siliconed in .... Kept the area on top of
the tank dry.....

and as mentioned above DH may have more to offer on this subject...
