Default Help with repairs?

Hello all - my girl is an older SeaCraft (1975), and I'm in the middle of doing some cosmetic repairs. Any help or "direction" would be GREATLY appreciated!

Here's my "list":

Re-installing existing rub rail: This had been done before, and the guy moved the screws a bit to one side. For the repair, I'm thinking that instead of using screws, I'll use 1.25 inch bolts and teflon nuts... good idea? Also, should I fill the "old" holes with 5200 or just silicone? (I'm running a bead of silicone along the seam of the two pieces).

Installing new carpet along the gunnels: I've got the indoor/outdoor carpet, and the latex adhesive... any tips? The carpet is 6'wide X 15' long... enough to do a side with one piece (no seams).

The supports that go from the deck to the underside of the washboard are loose... any suggestions on replacements? ... or should I just replace with teak?

Lastly, I've got some "bubbles" in the deck. What's the best way to repair them? Drill a small hold, put in epoxy, and lay something on it to hold it down?
