when I see dark areas I think rotton wood. My 75cc had a glassed over wood platform that the gas tank sat on. Most of the other guys have had the same set up on their boat. I'd look further for wood under that fiberglass. As for the holes in the foam I think they must have placed that in there for drainage. There was no foam around my tank and I would do away with the foam in the fuel compartment. There is pleanty of foam in the rest of the boat. Find another way to secure the fuel tank. Provide good ventilation for the fuel cell. Not a bad idea to coal tar epoxy the tank as well. Here are two links.
