The PVC splice is a CG "NO NO"
 I would cut a 4" circular hole in the inner liner which gives you now and future access to the fuel hose/fuel fill. You can cover the hole with a nice water tight access hatch.  4" Artic White Access PlateCode:6573 Price: $4.00 surplus unlimited
