Whatever you do, do not use a polyester gelcoat. It is hydroscopic.
I'm sorry, but I am not familiar with "hydroscopic." Hydrophyllic and hydrophobic yes but, Hydordroscopic no. What does that mean? Maybe, water will penetrate through it?
Couldn't find "hydroscopic", but how 'bout this:

hy·gro·scop·ic
adj
Definition of HYGROSCOPIC
1: readily taking up and retaining moisture
2: taken up and retained under some conditions of humidity and temperature <hygroscopic water in clay>
— hy·gro·scop·ic·i·ty\ noun

I don't know if its even available anymore but I used zinc chromate etching primer and Imron on my last aluminum boat and the finish was extremely durable.

Take it from someone that has "Been there done that"...
My 1964 converted aluminum Lone Star flats boat still
looks good from a Dupont Centari paint job 20 years ago!
Sand blasted then acid washed and primered with zinc chromate. Make sure you zinc the chit out of your bracket
to prevent the corrosion factor.
A little more effort up front pays off in the long run..
