Placing Hull Vents, Outboard
I have an 23 CC, 1988, no hull vents. I would like to have a ventilated bilge but I'm not in a hurry to cut four large holes in the hull.
Does anyone have experience placing hull vents on the liner? Does a boat with the original hull vents actually keep a dry bilge? I leave the boat on a mooring, so its nose is always into the wind. I was thinking about placing a pair of vents on the front of the transom, just below the hatches. My thought is the prevailing wind will push air in and it will come out the back side of the console.

I don't think they will give you any real benefit on an outboard. In fact, a lot of guys close theirs up, and you don't see them on modern hulls either. Not sure if it matters, but the factory vents have a glass box behind them, so it is not just a hole cut in, open to the gunwale.
If it were me, I would just open a hatch or two when you are at the marina.

I'm in the middle of a resto on my 73 23 and elected to re-install the hull vents that were previously filled. I used a tool similar to a roto zip after measuring multiple times
 . The front align with the "channels" on the raised portion of the bow deck area. The rear is a very tight (read precise) fit. I bought the plastic inserts from Worst Marine.
