At rest at the dock, full of fuel, my scupper is about 6 inches underwater. Water is not coming in, but the water that remains in the drain tubes comes back onto the deck when I walk around the stern of the boat. That water won't drain until the boat starts moving. I am thinking the perko cockpit scuppers installed in the deck will hopefully stop the water that is remaining from coming back up to deck level.

So the perko cockpit scuppers with the rubber ball seem to be working really well. The two are connected beneath the hull, and go to an attwood stainless through hull. Rain/wash water exits the deck in seconds at the dock, and when walking around the stern water does not come back up on deck.
