Also, on my OMC I had this exact problem, and it was a faulty tilt limit switch, but I am not sure if you have one on that motor. Bypassing the tilt limit switch restored full functionality. Good Luck!

Gents: all very good advice. I appreciate it all. Turns out it was a tripped tilt limiter switch. Easy and free fix. You guys are the best.
