Everything I pulled up on a 40 HMO showed in other countries so I don't think it is an us issued engine either. All the sites this model showed up on were in French or another language. Part numbers starting with "6H4" show to be from 87-88 year. Also I did find this below which I translated from French, may help identifying the year:



"40HMO - 485181 - 6H4 I assume the year 1984"

I spoke to friend who works a large yamaha dealer here in NJ and he's thinking it came from Canada. I sent him a photo of the tag with the model/serial number and he's going to do some research as well. We'll see he comes up with. Thanks for all the help
