No, plenty of 23 hulls are powered with 200hp. Capt Chuck's was, Scott P's is, the Fishcutter's is, and many many more.
According to brian there was a 23 in FL with a single 140 suzuki....
That 200 is the same block as my 225's and it is very reliable and cheap to fix.
