I cannot speak to the 27 Master Angler.

However, I was recently in a similar situation in that I bought a 23' 1972 SF SeaCraft that was on the blocks for a couple of years. The boat came with twin 200 Yamaha EFI's that had 189 hours.

Here was the deal that I cut with the seller.

I will pay him x for the boat. The price/deal was based on the following:
1) That he had to get the engines and associated systems tuned up.
2) That it had to pass both a marine survey and a sea trial.

He agreed to this.

It took him about 5 to 6 weeks to get the boat ready and for the sea trail/survey to occur.

All went well and I bought the boat.

I am still using the 3 year old gas. I was told by the surveyor to go low as possible in the tanks before mixing it with new gas.

Also, there have been a couple of minor surprises. For example, I have a leak in the steering helm pump. My guess is that there is either some air in the system and/or some of the seals need to be replaced.
