Yep. Tie wraps won't do it though. You need wire clamps or worm-screw clamps as well as a two-ended hose nipple to connect the two hoses. I have done a few of these over my 40+ years of boating. I have failed to bring a hose up from the tank once or twice. I have never failed to pull one down from the gunwale.

Oh yeah. It's easier if the tank is removed.
