Sell engines as is or fix em and sell em?

Have got 2 120 evinrudes 1990-91 area...i have been told one is ok and one is shot. i want to repower a 23 and want some advice on what i have. should i try to put some dollars into trying to solve the one engine and determine if it is fixable to sell as a pair or just sell them both as is to move on? any advice?
