Default 20 SF cc deck drainage?

Hey there SeaCraft community! My father has given me his old 1974 20 SF cc Seacraft, with a mercruiser 140 I/O with about 200 pounds of leaves and sticks inside of it. Ive done all the basics to get this puppy in the water, and boy does she go nicely. I have her at a slip now, and theres something strange that maybe you guys can fill me in on. Ive noticed there is no way for water to drain from the deck? The rear hull plugs are actually just bellow the water line with no-one standing in the boat. It will drain however when up on plane if I pull the plugs out. But leaving it at the dock, should I have the hull plugs out? It sketches me out to do something like that. Some water will find its way into the bilge for the bilge pump to pump out, but it doesn't get down there very fast. Every time it rains Im forced to check on the boat. Maybe im doing something completely wrong here. Please help!
