When I bought my new 6,000 lb Loadmaster aluminum float on with Stainless Steal bolts and torsion axels and just regular disk brakes and a spare tire back in 2001 I paid $2,600 from Loadmaster themselves. After I splashed the boat my regular disk brakes lasted approx
1 ½ years and I had to replace them and went with Kodiak SS which cost me approx another $600. That brought me up to $3,200 my guess since trailers have gone up since then you are looking at $3,500 to $4,000 but I could be wrong. You will need to price a few companies yourself. That used one looks pretty interesting, but the balance would be off for your 23'. That could or perhaps not be a problem.
