Default Through Hull / Seacock

The Seacock on my NTM 73 Tsunami is frozen open. I was able to remove it and I have it soaking in a oil bath for the week. However, I'm not confident that I'll be able to get the valve closed again with out cracking the casting. It's a nice all bronze casting so I hate to lose it. Any suggestions on how to free it up?

Also, what's the proper method for reinstalling it. I was able to just spin it off the threaded thru hull fitting. Do I just thread it back on. How tight? Any sealant or teflon tape? I'm concerned about spinning the through hull while tightening down the seacock.
