Default Twin 250's on a SF 23'?

I have a older Yamaha 250 that the shaft is stuck in the crank and I mean really stuck... have taken it to 3 differnt shops and all have given up on it. I allowed one to cut the lower unit off to get to the shaft and still no luck removing it....

On to my question; The last shop I took it to has a set of twin Yamaha 250 4 strokes that they pulled off to do a repower and they have made me a great deal on both... they want to sell them as a pair. I think read somewere that the boat is only rated for 400hp total, is that true? Would it be to much weight? To much power? Unsafe? Would you do it??? Or buy both and sell one?
