I have a 23' CC myself, and my opinion is outboard is the way to go, though I'm sure others are probably gonna be partial to the inboard. Outboards are just so much more efficient and have great power to weight. As far as 2 vs. 4 stroke, I think 90% of boaters would rather have the quiet clean fuel efficient 4's, but I have to say I'm still partial to pop a 2 stroke gives out of the hole. Not like I'm a bass fisherman who needs it, but for some odd reason it's enough to make me disregard all the great things 4's can do.
